കേന്ദ്രസര്‍ക്കാര്‍ പുറപ്പെടുവിച്ച തീരദേശ പരിപാലന വിജ്ഞാപനത്തിന് വിരുദ്ധമായി അനധികൃത നിര്‍മ്മാണ പ്രവര്‍ത്തനങ്ങള്‍ നടത്തുന്നതും അത്തരം പ്രവര്‍ത്തനങ്ങള്‍ക്ക് ഉദ്യോഗസ്ഥര്‍ അനുമതി നല്‍കുന്നതും കര്‍ശന നടപടിക്ക് വിധേയമാകുമെന്ന് സര്‍ക്കാര്‍ അറിയിച്ചു. തീരദേശങ്ങളിലെ നിര്‍മ്മാണ പ്രവര്‍ത്തനങ്ങള്‍ക്ക് അനുമതി നല്‍കുന്നതുമായി ബന്ധപ്പെട്ട വിജ്ഞാപനം കേന്ദ്രം വനം-പരിസ്ഥിതി മന്ത്രാലയത്തിന്റെ വെബ്സൈറ്റില് ലഭിക്കും. വികസന നിര്‍മ്മാണ പ്രവര്‍ത്തനങ്ങള്‍ക്ക് ബന്ധപ്പെട്ട അധികാരികളില്‍നിന്നും അനുമതി വാങ്ങണമെന്നും വിജ്ഞാപനത്തില്‍ പറഞ്ഞിട്ടുണ്ട്. വ്യക്തമായ നിര്‍ദ്ദേശങ്ങള്‍ ഉണ്ടായിട്ടും അവ അവഗണിച്ച് സംസ്ഥാനത്തെ തീരദേശ മേഖലകളില്‍ നിര്‍മ്മാണ/വികസന പ്രവര്‍ത്തനങ്ങള്‍ നടത്തുന്നതിനെതിരെ സുപ്രീം കോടതിയും ഹൈക്കോടതിയും താക്കീത് നല്‍കിയിട്ടുണ്ട്. തീരദേശ പരിപാലനവുമായി ബന്ധപ്പെട്ട് 1991 ലും, 2011 ലും കേന്ദ്രസര്‍ക്കാര്‍ പുറപ്പെടുവിച്ച വിജ്ഞാപനത്തിലെ നിബന്ധനകള്‍ പാലിക്കപ്പെടുന്നുണ്ടെന്ന് ഉറപ്പുവരുത്താന്‍ അതത് തദ്ദേശസ്വയംഭരണ സ്ഥാപനങ്ങള്‍ ശ്രദ്ധ ചെലുത്തണമെന്നും സി.ആര്‍.സഡ് നിബന്ധനകള്‍ പാലിക്കാതിരുന്നാല്‍ 1986 ലെ പരിസ്ഥിതി സംരക്ഷണ നിയമ വ്യവസ്ഥയനുസരിച്ച് ശക്തമായ നടപടി സ്വീകരിക്കുമെന്നും ഇതു സംബന്ധിച്ച സര്‍ക്കുലറില്‍ വ്യക്തമാക്കിയിട്ടുണ്ട്.

സര്‍ക്കാര്‍ വകുപ്പുകളില്‍ സേവനാവകാശം കാര്യക്ഷമമാക്കാന്‍ നടപടികല്‍ സ്വീകരിക്കുമെന്ന് മുഖ്യമന്ത്രി ഉമ്മന്‍ചാണ്ടി. പൊതുജന സേവന രംഗത്ത് നൂതനാശയ ആവിഷ്‌ക്കാരത്തിനുള്ള മുഖ്യമന്ത്രിയുടെ 2012-ലെ അവാര്‍ഡുകള്‍ തിരുവനന്തപുരം ഐഎംജിയില്‍ നടന്ന ചടങ്ങില്‍ വിതരണം ചെയ്യുകയായിരുന്നു അദ്ദേഹം. സേവനാവകാശം ജനങ്ങളുടെ അവകാശമാണ്.അത് സര്‍ക്കാരിന്റെയോ ഉദ്യോഗസ്ഥരുടെയോ ഔദാര്യമല്ല.2012 നവംബര്‍ ഒന്നിന് സര്‍ക്കാര്‍ പ്രായോഗിക തലത്തില്‍ കൊണ്ടു വന്ന സേവനാവകാശ നിയമം ഫലപ്രദമായി മിക്ക വകുപ്പുകളും ഉപയോഗിക്കുന്നുണ്ടെങ്കിലും ചില വകുപ്പുകള്‍ സജീവമാകേണ്ടതുണ്ട്. അത്തരം വകുപ്പുകള്‍ കണ്ടെത്തി ഇടപെടലുകള്‍ നടത്തുന്നതിനും അതു കണ്ടെത്തി കാര്യക്ഷമമാക്കുന്നതിനും ചീഫ് സെക്രട്ടറിയെ ചുമതലപ്പെടുത്തിയിട്ടുണ്ട്.ചീഫ് സെക്രട്ടറി ഇതു സംബന്ധിച്ചുള്ള പരിഹാരങ്ങളും നിര്‍ദേശങ്ങളും കാബിനറ്റില്‍ സമര്‍പ്പിക്കുമെന്നും സര്‍ക്കാര്‍ അതനുസരിച്ചുള്ള നടപടികള്‍ സ്വീകരിക്കുമെന്നും മുഖ്യമന്ത്രി വ്യക്തമാക്കി.

LSGD enhanced the honorarium given to elected representatives of Local self Govt Instititions with effect from 2013 April. As per the new decision District Panchayath President will get Rs 7900, Block Panchayath President will get Rs 7300 and Gramapanchayath President Rs 6600 as honorarium per month. ഗ്രാമപഞ്ചായത്തുകളില്‍ 300 ചതുരശ്രമീറ്റര്‍ വരെ വിസ്തീര്‍ണ്ണമുള്ള കെട്ടിടങ്ങള്‍ക്ക് പെര്‍മിറ്റ് നല്‍കുമ്പോള്‍ അവ സാങ്കേതിക വിദഗ്ദ്ധരുടെ ശുപാര്‍ശയിന്‍മേല്‍ മാത്രമേ പഞ്ചായത്തു സെക്രട്ടറിമാര്‍ നല്‍കാവൂ എന്നു നിര്‍ദ്ദേശിച്ച് സര്‍ക്കാര്‍ സര്‍ക്കുലര്‍ പുറപ്പെടുവിച്ചു. പെര്‍മിറ്റ് നല്‍കേണ്ട ചുമതല 2010 ഡിസംബര്‍ മുതല്‍ അസിസ്റ്റന്റ് എഞ്ചിനീയര്‍മാരില്‍ നിക്ഷിപ്തമാക്കിയിരുന്നു. എന്നാല്‍ നടപടികളില്‍ കാലതാമസമുണ്ടാകുന്നുവെന്ന പരാതിയെത്തുടര്‍ന്ന് നിര്‍മ്മാണാനുമതി നല്‍കാന്‍ 2012 മാര്‍ച്ചില്‍ പഞ്ചായത്ത് സെക്രട്ടറിമാര്‍ക്ക് നിര്‍ദ്ദേശം നല്‍കി. സാങ്കേതിക വിദഗ്ദ്ധരുടെ ശുപാര്‍ശ കൂടാതെയും സ്ഥലപരിശോധന നടത്താതെയും നിര്‍മ്മാണാനുമതി നല്‍കുന്നതായി സീനിയര്‍ ടൗണ്‍ പ്ലാനര്‍ (വിജിലന്‍സ്) സര്‍ക്കാരിന് റിപ്പോര്‍ട്ട് സമര്‍പ്പിച്ചതിനെ തുടര്‍ന്നാണ് സാങ്കേതിക വിദഗ്ദ്ധരുടെ ശുപാര്‍ശയിന്‍മേല്‍ മാത്രമേ കെട്ടിട നിര്‍മ്മാണത്തിന് അനുമതി നല്‍കാവൂ എന്ന് സര്‍ക്കാര്‍ നിര്‍ദ്ദേശം നല്‍കിയിട്ടുള്ളത്

Ministry Of Rural Development issued revised guidelines to implement IAY Housing scheme durindg12th five year plan.IAY house has to be ‗pucca‘ in the sense that it should be able to withstand normal wear and tear due to usage and natural forces including climatic conditions, with reasonable maintenance, for at least 30 years. Medical Reimbursement-New hospitals list approved
Health & Family welfare Dept: issued orders recognizing additional private hospitals to facilitate medical reimbursement benefits to state govt employees. Before availing the treatment in the institution, the Government Servant should observe Rule 8(3) of KGSMA Rules, 1960.Government also order that in future no claim for reimbursement will be allowed for treatment in private hospitals other than the hospitals already empaneled.

18 more micro sector codes were approved for the data entry of plan projects of Local Self Govt Institutions.
No Extension of Time limit, for Project Data Entry
Decentralisation Co Ordination Committee decided not to extend the time limit given to LSGIs for data entry of plan projects from June 15th. Committee also decided to amend the guideline to reduce the minimum limit of projects that can be taken by Block Panchayaths to 5 lakh.

Housing to Poor Income limit incresed to 50000
Decentralization Co Ordination Committee decided as per decision no 3.9 to enhance the income limit of housing applicants of LSGIs to Rs 50000/ year from the current Rs 25000/ year. As per the new decision the applicants up to the income group of Rs 50000/ annum may be considered as BPL and the subsidy guidelines will be amended to this extend soon. The beneficiary list now made by GPs are for the whole current five year plan period. New lists should be prepared by giving opportunity to new income group applicants.

Integrated Watershed Management Programme Posting Orders issued

LSGD issued Orders enhancing the maximum limit that can be spent by Gramapanchayaths, Municipalities and Corporations. As per the new order Gramapanchayaths, Municipalities and Corporations can utilize own funds @ Rs 5000 per ward. Earlier this was limited to institutions.

Govt decided to enhance the assistance given through National Family Benefit Scheme from the Current rate of Rs 10000 to Rs 20000. Eligibility criteria were also amended.
Indiragandhi Widow Pension and Disability pension directions issued
Govt decided to implement Indira Gandi National Widow Pension Scheme and Indira Gandhi National Disability Pension Scheme, the two components of National Social Assistance Programme in the state additional to the existing state pension schemes of the same type.

Updation of Plan 2012-13 & Formation of Plan 2013-14 Guidelines Issued
LSGD issued detailed guidelines for finalizing the development plan of LSGIs for 2012-13. Procedure for the preparation of 2013-14 plan were also described.Approval should be obtained from concerned DPCs before May 31st.Implementation must be started after getting DPC approval.

IAY Housing Central Govt Subsidy Enhanced

Drought Relief Work Local Bodies allowed to spend funds
gave permissive sanction for Local Bodies to spent money for drought relief program mes. Gramapanchayaths can spent RS up to 5 lakh, Municipalities RS 10 Lakh and Municipal Corporations can RS 25 Lakh.
Solid Waste Mangaement VEO must be implementing officer
Decentralization Co Ordination Committee met at Thiruvananthapuram decided to give clarification that in all gramapanchayaths Solid Waste Management Projects should be implemented by Village Extension Officers and in Municipal areas it should be done by Health Supervisors or Health Inspectors.The circular will be issued shortly.

Union Govt amended again the Schedule I of MGNREG Act to include construction of Anganwadi Centers as permissible work under MGNREGS. Construction of Anganwadi Centres were included as XVa in the Schedule I of the said Act.
EMS Housing 10% increase in plinth area-Orders issued
LSGD issued orders allowing to increase maximum limit of plinth area allowed to houses constructed under EMS Housing scheme. As per the order 6m2 can be extended with the resolution passed by the concerned local body.The permission is only to those houses which were under construction.

Govt issued detailed directions to celebrate National Voters Day on January 25th the founding date of Election Commission Of India. National Voters Day Pledge should be took at 11Am in all departments, offices, Public Sector Undertakings/Autonomous Bodies and Educational Institutions on that day.
Strike-Employees engaged in Super annuation period will not be terminated
Govt issued orders relaxing the rule 62 of Kerala Education Rules to terminate the persons engaged in strike during superannuation period.As per the new order the teachers engaged in the recent strike period cannot be terminated.

തദ്ദേശസ്വയംഭരണ സ്ഥാപനങ്ങളുടെ 2013-14 വര്‍ഷത്തേയ്ക്കുള്ള പദ്ധതികളുടെ അംഗീകാരം
തദ്ദേശസ്വയംഭരണ സ്ഥാപനങ്ങളുടെ 2013-14 വര്‍ഷത്തെ വാര്‍ഷിക പദ്ധതിയുടെ ഡാറ്റാ എന്‍ട്രി ജനുവരി 28 മുതല്‍ ഫെബ്രുവരി 20-നകം പൂര്‍ത്തീകരിക്കണം. ഫെബ്രുവരി 21 മുതല്‍ മാര്‍ച്ച് അഞ്ച് വരെ വെറ്റിംഗ് നടപടികള്‍, അവയുടെ ഡി.പി.സി. അംഗീകാര നടപടികള്‍ മാര്‍ച്ച് 20-നകം നടത്തണം. തദ്ദേശസ്വയംഭരണ സ്ഥാപനങ്ങളുടെ 2013-14 വര്‍ഷത്തെ ബഡ്ജറ്റില്‍ ഈ പദ്ധതികള്‍ ഉള്‍പ്പെടുത്തണം. 2013-14 മുതലുള്ള പ്രോജക്ടുകളുടെ എസ്റിമേറ്റുകള്‍ സുഗമ സോഫ്റ്റ്വെയറിലാണ് തയ്യാറാക്കേണ്ടത്. അതിനാല്‍ മേല്‍പ്പറഞ്ഞ നിര്‍ദ്ദേശങ്ങള്‍ കര്‍ശനമായും പാലിക്കണം.
Participatory Pension Scheme Orders Issued
Finance Department issued orders for the new pension scheme named National Pension System (NPS) imlemented from 01/04/2013. Govt have clsrified that NPS would be mandatory for all appointments made on or after 01/04/2013.

Right To Service IAY Stage certificate 7 days time limit
Notification issued prescribing time limit for various services rendered by Rural Development Department under Right to Service Act 2012.Stage Certificates to IAY beneficiaries should be issued by Village Extension Officers within 7 days from application received by the beneficiary after completing the stage.
