Decentralisation Co Ordination committee decided to wave the time limit fixed for completion of Spill Over projects of LSGIs. As re arrangement of treasury account heads were proposed, LSGIs cannot draw the bills within 30/09/2015, LSGIs can implement Spill Over projects within 31/03/2016.

Promotion against Special Rules-Regularised
Promotions made without considering Graduation as qualification for the post of Block Panchayath Secretary/District Women Welfare Officer/Asst Project Officer (WD) in Rural development department, were regularized by Govt. Honorable Supreme Court in several cases commented reverting, promoted officials, after a long period was injustice.The promoted officials were working in the promoted post for the last 2 years. Considering these facts Govt decided to regularize promotions of Joint Block development officers up to 2014, without graduation, as a special case.

Drawal of LSGI funds - procedure modified
Finance department again modified drawal of funds in respect of Local Self Govt Institutions from Treasuries. The unspent amount in public account in various heads including SC share should be transferred to general sector of development fund and will be kept in public account. General sector development fund can be drawn from this account till it exhausts.Then only general sector of Development fund drawal from consolidated fund permitted.The expenditure under SCP,TSP,KLGSDP and FC Grant can be drawn from consolidated fund though public account not exhausted.

Indira Awaas Yojana-3 Year State share released
Kerala Govt released state share declared for Indira Awaas Yojana Housing scheme for 2012-13, 2013-14 & 2014-15 financial years. In 2012-13 the rate was Rs 75000 per house and next years @ Rs 50000 per house. Those block panchayths who met the share earlier from their funds or from bank loan, will not be eligible for this fund.

DA Hike declared to Central Govt Employees
The Union Cabinet has approved release of an additional instalment of Dearness Allowance (DA) to Central Government employees and Dearness Relief (DR) to Pensioners w.e.f. 01.07.2015. This represents an increase of 6 percent over the existing rate of 113 percent of the Basic Pay/Pension, to compensate for price rise. This will benefit about 50 lakh Government employees and 56 lakh pensioners.

Treasury Savings Bank-POC Permitted
Finance Department issued permissive sanction for the issue of Pay Order Cheques on Special Savings Bank Accounts opened by LSGIs. In GO(MS)No 213/2015/LSGD dtd 29/06/2015 para 5 v LSGD clarified that detailed GO will be issued for the fund transaction from TSB Accounts. Ignoring this few LSGIs issued TSB cheques to implementing officers and it created so many problems in drawal of LSGI funds. As per new decision implementing officers can draw general purpose fund of LSGIs from treasury converting Treasury Savings Bank Cheques to Pay Order Cheques and distribute to beneficiaries as earlier.

Income Tax Returns e filing Extended up to September 7th
The Government has received various representations that tax payers have faced difficulties in E-filing of returns across the country due to slowing down of certain e-services on 31st August 2015. Considering these representations, the Central Board Direct Taxes (CBDT) has extended the ‘due-date’ for E-filing returns of income from 31st August 2015 to 7th September 2015 in respect of all taxpayers who were required to E-file their returns of income by 31st August 2015.Earlier, the ‘due-date’ for filing of Income Tax return for Assessment Year 2015-16 was extended till 31st August, 2015 in case of those taxpayers who were required to file their tax return by 31st July, 2015.

Integrated watershed Management Programme (IWMP) merged to Pradhanmanthri Krishi Sinchayee Yojana (PMKSY)
Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) has been formulated amalgamating ongoing schemes viz. Accelerated Irrigation Benefit Programme (AIBP) of Ministry of Water Resources, River Development & Ganga Rejuvenation; Integrated Watershed Management Programme (IWMP) of Department of Land Resources; and On Farm Water Management (OFWM) component of National Mission on Sustainable Agriculture (NMSA) of Department of Agriculture and Cooperation. PMKSY is to be implemented in an area development approach, adopting decentralized state level planning and projectised execution, allowing the states to draw their irrigation development plans based on district/blocks plans with a horizon of 5 to 7 years. States can take up projects based on the District/State Irrigation Plan. All the States and Union Territories including North Eastern States are covered under the programme.

LSGIs ignores Productive Sector - Comptroller & Auditor General Of India
Audit report of C&AG on the performance of Local Self Govt Institutions of Kerala, ending March 2014, clearly indicates the negligence of productive sector. LSGIs have spent only 7.5% of total expenditure to productive sector in 2013-14. Central Govt allocation to LSGIs were incresing. The report explains LSGIs are not interested to increase their own funds by collecting local taxes and fees. So many professionals like Doctors ,Advocates and Engineers are out of professional tax net.

Portable Bio Gas Plants-Subsidy limited to Rs 7500
LSGD modified specifications and subsidy rates of 3 house hold level solid waste devices. Sanitation Mission Subsidy for portable biogas plants were restricted to Rs 5000 or 50% of unit cost whichever is less. LSGI subsidy will be only 50% of Mission's subsidy. Later Mission subsidy was 50% and LSGI subsidy 25% of unit cost.
Building Materials for Houses under MGNREGS- Clarification Issued
MORD issued clarification regarding the usage of building materials produced under MGNREGS for approved housing schemes. As House Construction can be covered under MGNREGS in creation of an individual asset for vulnerable section, such a facility is available over and above the unskilled person days provided in construction of the house.

Xth Pay Revision Commission Report Submitted
Xth Pay revision Commission appointed by Kerala Govt submitted detailed report on change in pay scale of State Govt Employees and Teachers. Commission recomented a minimum pay of Rs 17000 and Maximum of 120000. The revised pay scales will come effect from 2014 July 1st and commission clarified that no option will be allowed to fix pay in any other dates.Increments will be granted on due dates as if one had continued in the old scale without waiting for one year from the date of revision.

Road Works in Mahathma Gandhi NREGS - Permission Issued
Kerala Govt permitted Gramapanchayaths to take maximum number of road works under Mahathma Gandhi National Rural Employment Guarantee Scheme. The wage material ratio should be 60:40 and maintained at Gramapanchayath level.

Hon’ble Finance Minister Shri Arun Jaitley and Hon’ble Minister Rural Development, Panchayati Raj and Drinking Water Supply and Sanitation, Shri Chaudhary Birendra Singh, today jointly released on-line the provisional data from the Socio Economic and Caste Census (SECC) 2011 for Rural India.
The Ministry of Rural Development has taken a decision to use the SECC data in all its programmes. SECC data would have meaningful use in Housing for all, Education and Skills thrust, MGNREGA, National Food Security Act, interventions for differently able, interventions for women led households, and targeting of households/individual entitlements on evidence of deprivation, etc. The household data is also available for planners of programmes at State, district, Block, Gram Panchayat and village level.

Electronic Filing of Income Tax Returns for 2015-16 Commences; ITR 1-Sahaj, 2 and 2A can be Used by Individuals

Income Tax Department has released the software
for preparing the Income Tax Return forms 1- SAHAJ, 2, 2A and 4S- SUGAM for AY
2015-16. The e-filing of these return forms has been enabled on the e-filing
website-https://incometaxindiaefiling.gov.in.
ITR
1-SAHAJ, 2 and 2A can be used by
individual or HUF whose income does not include income from business. ITR 4S
- SUGAM can be used by an individual or HUF whose income includes business income

facility for pre-filling of information for these return forms is available in
the software for preparing the return forms. When the taxpayer exercises this
option and just fills in his PAN, then personal information and information on
taxes paid and TDS will be auto-filled in the form. Taxpayers are requested to
use the return preparation software available free of cost under the
‘Downloads’ section on the home page of the Income Tax Department’s e-filing
website-https://incometaxindiaefiling.gov.in.
The use of Departmental software will ensure preparation of error-free returns
thereby avoiding any need for future rectification due to data validation
mistakes.

Treasury Bill Formats Revised
As a part of automation of treasury related transaction through Integrated Financial Management System (IFMS) Finance Department decided to reduce the number of treasury forms to six. Secretaries and Implementing Officers of LSGIs have to use bill form TR 59 C instead of TR 59A and TR59B.The revised formats will be put int use as and when IFMS is operational until then the existing formats will continue.
Social Welfare Pensions - Clarification Issued
Govt issued clarification regarding sanctioning of Social Welfare Pensions distributed through Local Self Govt Institutions. As per the new GO, those who were receiving pensions on the basis of 3 lakhs annual income, were further eligible for pensions, if they belongs to annual income group of 1 Lakh per annum.

മഴക്കാല ശുചീകരണ പ്രവര്ത്തനങ്ങള്ക്ക് വാര്ഡ് ഒന്നിന് 10,000 രൂപ വീതം ശുചിത്വമിഷനില് നിന്നും 2015-16 ല് ലഭിക്കാനുള്ള ഗ്രാമപഞ്ചായത്തുകള്ക്ക് തനത് ഫണ്ടില് നിന്നും തുക ചെലവഴിക്കാന് സര്ക്കാര് അനുമതി നല്കി.വാര്ഡ് ശുചിത്വസമിതികള് തയ്യാറാക്കി ഭരണസമിതികള് അംഗീകരിച്ച ആക്ഷന് പ്ലാന് പ്രകാരമുള്ള പ്രവൃത്തികളാണ് ഈ ഫണ്ട് ഉപയോഗിച്ച് നിര്വ്വഹിക്കേണ്ടത്. കൊതുക് നശീകരണം, മാലിന്യ നിര്മാര്ജനം, ഓടകള് വൃത്തിയാക്കല്, വെള്ളക്കെട്ട് ഒഴിവാക്കല്, ശുദ്ധജല പൈപ്പുകളുടെ അറ്റകുറ്റപണി തുടങ്ങിയ പ്രവൃത്തികള്ക്കാണ് ഫണ്ട് ഉപയോഗിക്കേണ്ടത്.

Rural Housing Subsidy will Enhance Soon, Minister for PanchaythiRaj& RD
Union Minister for Panchaythi Raj and Rural Development Shri Birender Singh said, the current amount of Rs 70,000 for Indira Awaas Yojana is insufficient to build a decent and livable house and called for significant enhancement of Central allocation for rural housing scheme in tune with the recent hike for urban houses. The Ministry is finalizing the guidelines to be rolled out soon.He was speaking at a workshop at NewDelhi on Affordable Rural Housing Technology. Shri Singh said that in the last three decades more than 3 crore 35 lakh Indira Awaas units were built for the rural poor but nearly half of them are now in a dilapidated condition due to poor quality of construction material used into them.The Minister informed that benefits of MGNREGA and Sanitation will also be dovetailed into the rural housing scheme to ensure quality and durability.

Decentralization Co Ordination Committee decided to impose certain restrictions for making multi year projects during 2015-16. as per the new decision though LSGIs can formulate multi year projects, 85% of the total amount should be provided in the current financial year. Income Tax Return Forms ITR 1, 2 and 4S Simplified
Forms ITR 1, 2 and 4S for Assessment Year 2015-16 were notified on 15th April 2015 (15.04.2015). In view of various representations, it was announced that these ITR forms will be reviewed. Having considered the responses received from various stakeholders, these forms are proposed to be simplified in the following manner for the convenience of the taxpayers:-
1) Individuals having exempt income without any ceiling (other than agricultural income exceeding Rs. 5,000) can now file Form ITR 1 (Sahaj). Similar simplification is also proposed for individuals/HUF in respect of Form ITR 4S (Sugam).
2) At present individuals/HUFs having income from more than one house property and capital gains are required to file Form ITR-2. It is, however, noticed that majority of individuals/HUFs who file Form ITR-2 do not have capital gains. With a view to provide for a simplified form for these individuals/HUFs, a new Form ITR 2A is proposed which can be filed by an individual or HUF who does not have capital gains, income from business/profession or foreign asset/foreign income.
3) In lieu of foreign travel details, it is now proposed that only Passport Number, if available, would be required to be given in Forms ITR-2 and ITR-2A. Details of foreign trips or expenditure thereon are not required to be furnished.
4) As regards bank account details in all these forms, only the IFS code, account number of all the current/savings account which are held at any time during the previous year will be required to be filled-up. The balance in accounts will not be required to be furnished. Details of dormant accounts which are not operational during the last three years are not required to be furnished.
5) An individual who is not an Indian citizen and is in India on a business, employment or student visa (expatriate), would not mandatorily be required to report the foreign assets acquired by him during the previous years in which he was non-resident if no income is derived from such assets during the relevant previous year.
6) As a measure of simplification, it has been endeavoured to ensure that in Form ITR 2 and the new Form ITR 2A, the main form will not contain more than 3 pages, and other information will be captured in the Schedules which will be required to be filled only if applicable.
As the software for these forms is under preparation, they are likely to be available for e-filing by 3rd week of June 2015. Accordingly, the time limit for filing these returns is also proposed to be extended up to 31st August, 2015 (31.08.2015). A separate notification will be issued in this regard.

Socio-Economic and Caste Census to conclude by 15th August so that the data can be used for planning in the programmes of the Ministry of Rural Development and other Ministries
Shri Birender Singh, Union Rural Development Minister emphasised that the SECC must be expeditiously concluded by taking all necessary steps, before 15th August 2015 so that the data can be used for planning in the programmes of the Ministry of Rural Development and other Ministries too, while providing the benefits of government development programmes to Gram Panchayats and rural and urban poor households. SECC would enable the Government to introduce much needed ‘focussed and targeted intervention’ in poverty reduction and rural development programmes as it is based on information furnished by the households. A development plan at Gram Panchayat level based on SECC would enable convergence of resources, funds and government’s intervention for preparing and implementing Gram Panchayat Plan for speedy and targeted poverty reduction. The National Rural Livelihood Mission (NRLM) will use the SECC data to undertake planning for poverty free Panchayats involving PRIs and Self Help Groups from poor households.
It has been decided by the Minister of Rural Development to mandatorily use SECC data in all MoRD Programmes. The Minister of Rural Development directed the DoRD to incorporate suitable modifications in guidelines of schemes keeping in view the SECC data and that a system of regular data up-dation should be developed so that household wise progress could be mapped and households needing developmental and social support are tracked over the years. SECC data uses National Population Register’s (NPR) Temporary Identification Number (TIN) for identification of households. The same is to be used in all Rural Development programmes to enable better convergence and tracking over time.

6% DA Hike to Central Govt Employees
The Union Cabinet gave its approval to release an additional instalment of Dearness Allowance (DA) to Central Government employees and Dearness Relief (DR) to pensioners with effect from 01.01.2015 at the rate of six percent increase over the existing rate of 107 percent. Hence, Central Government employees as well as pensioners are entitled for DA/DR at the rate of 113 percent of the basic pay with effect from 01.01.2015. The increase is in accordance with the accepted formula based on the recommendations of the 6th Central Pay Commission.

Finance department issued revised guidelines for the drawal of funds of Local Self Govt Institutions w.e.f April 1st 2015. The existing system of transferring funds from the consolidated fund to the public account is dispensed.Allotment will be issued in 3 installments through Govt order and this GO will be treated as allotment letter. General Purpose Grant should be kept in a special TSB account opened for that purpose in the concerned treasuries.

Rural Development Commissioner issued instructions for mobilizing State Govt Share of IAY enhanced subsidy from Local Self Govt Institutions. The unspent amount of Development fund of the current financial year can be used for the purpose. State share due from the year 2012-13 can be met from the current year funds.

RSBY Health Insurance Transfers to Ministry Of Health
The Central Government has decided to transfer Rashtriya Swasthya Bima Yojna(RSBY) from Ministry of Labour and Employment to the Ministry of Health and Family Welfare with effect from 01.04.2015 pursuant to Government decision make it a part of the National Health Assurance Mission to be implemented by the Ministry of Health and Family Welfare. This was stated by Shri Bandaru Dattatreya, the Minister of State(IC) for Labour and Employment in response to a written question in Lok Sabha today.

MGNREGS Delay in payment compensation- Instructions issued
LSGD issued instructions for the payment of compensation eligible for MahathmaGandhi NREGS employees due to the delay in payment of wages. BPOs can depute Panchayth level Engineer/Overseer to bring the muster rolls from the field.The compensation shall be met from State Employees Guarantee Fund, which shall be recovered from the functionaries.

LSGD issued detailed guidelines regarding the preparation of 5 year probability list for the implementation of Indira Awaas Yojana Housing Scheme. No ward level consideration for the list, but panchayath level seniority list should be made.

Swach Bharath- Sanitation Survey- VEOs will Supervise
For the smooth implementation of Swach Bharath Mission (Grameen), Kerala Govt decided to conduct a baseline survey about the sanitation facilities at house hold, school and anganwadi level. Survey will be conducted using the service of ASHAA workers and Kudumbashree Volunteers. Village Extension Officers were designated as Panchayath level supervisors for the survey activities. General Extension Officers will be the Co Ordinators at Block Level.

Expansion Of Coconut Cultivation with MGNREGS Guidelines Issued
Union Govt issued detailed guidelines to converge Mahathma Gandhi NREGS with the Area Extension Programme of Cocunut cultivation, implemented by Coconut Development Board. The Gramapanchayath will identify suitable land and prepare list of beneficieries. Funds from MGNREGA to an individual beneficiery for a cluster will be restricted to 1 hectare only.

Election Commission to Launch Mission of Electoral Roll Authentication
Chief Election Commissioner Mr. H.S. Brahma has announced that ECI will be launching Mission of Electoral Roll authentication and Purification drive from March 1st, 2015.
Inaugurating a workshop on “ Linking of Aadhaar with Electoral Roll Database and Launching of Electoral Roll Authentication and Purification Drive“, at Dr. MCR HRD Institute, Hyderabad yesterday, he advised all officers to come up with suitable action plan to expedite so that the mission could be completed by August 15th, 2015. The Chief Election Commissioner appreciated the efforts put in by District Election officers in taking a step forward and carrying out the proof of concept so effectively to generate advantages and challenges clearly.

Jawahar Housing not Mandatory in 2015-16 Annual Plan
Decentralization Co Ordination Committee decided to drop the decision to make Jawahar Lal Nehru Housing Scheme mandatory during the plan formation of Local bodies for the year 2015-16. Though it is not mandatory LSGIs can form projects and implement as per their decisions with availability of funds. The committee also allowed Disrict, Block and Grama pamchayaths to allot the unspent amount of 2014-15 plan share to IAY beneficiaries.

NITIAYOG Subgroup to Rationalise Centrally Sponsored Schemes
The Prime Minister, Shri Narendra Modi, has announced that the NITI Aayog would constitute three sub groups: of Chief Ministers on the following themes:
• Sub-group to study the 66 Centrally Sponsored Schemes and recommend which to continue, which to transfer to states, and which to cut down.
• Sub-group to recommend how NITI Aayog can promote skill development and creation of skilled manpower within states.
• Sub-group to decide on institutional mechanisms to be evolved, and technological inputs, for ensuring that commitment to Swachh Bharat becomes a part of our life in perpetuity. In his concluding remarks at the first meeting of the Governing Council of NITI Aayog, the Prime Minister also asked all states to create two task forces under the aegis of the NITI Aayog One task force would focus on poverty alleviation, and the other would focus on future development of agriculture in the state, and how the Centre can assist the state in this regard. The members of the sub-groups will be decided later, after Chief Ministers indicate their preferences.

DA Enhanced Orders Issued
Finance Department issued orders enhancing the dearness allowance payable to State Govt Employees and Teachers to 80% with effect from 2014 July 1st. Enhanced rate will be paid from the salary of March drawn in April. Arrears for the period from 01/07/2014 to 28/02/2014 will be credited to GPF.

Government celebrates MGNREGA Divas
The Ministry of Rural Development has decided to focus intensely on convergence of MGNREGA with other Schemes to create durable and useful assets. It has introduced a new module to capture planning and implementation of convergence initiatives. 21 States have prepared their Convergence Plans already. Convergence has been closely linked to measuring outcomes of works and their impact on the rural economy. This was stated by Minister of Rural Development, Shri Birender Singh, while addressing the tenth MGNREGA Divas celebrations here today. He said that the objective is to use MGNREGA for livelihood based sustainable development.
The Minister of Rural Development emphasized that MGNREGA has provided employment to crores of households every year and has become an important vehicle for enhancing the livelihoods of rural poor and strengthening the rural natural resource base. Over the last year, the Ministry has streamlined the Scheme to make it more relevant to the local needs and demands of the beneficiaries with greater focus on backward areas. The ministry also purposes to undertake skilling and entrepreneurship of MGNREGA workers and their family members in convergence with NRLM, he added

New Gramapanchayaths- Draft Notification Issued
Govt issued draft notification for the formation of 70 Gramapanchayths in the state. Objections can be filed within 15 days from the date of notification. Notification for the re arrangement of panchayath wards to another Gramapanchayths were also issued.
Vth State Finance Commission Costituted
Kerala Govt constituted 5th State Finance Commission for LSGIs under the Chairmanship of Dr BA Prakash, Professor, RajivGandhi Institute Of Development Studies. The commission will review the financial position of LSGIs and make recommentations to strengthen them. The tenure of the commission will be one year.
