Plan Formulaton Guidelines amended. CDS Member Secretary became the Convenor of Poverty eradication working groups

The XIIth plan formation guidelines issued by LSGD was revised again. Poverty Eradication Working Group Convenor of Gramapanchayaths will be CDS Member Secretaries instead of VEOs. Block Panchayaths should contribute to Gramapanchayaths for Anganwadi nutrition program me. The decision for providing beneficiary contribution for drinking water supply scheme also ignored.

Social Security Pensions Rate enhanced

80 വയസിന് മുകളില്‍ പ്രായമുള്ള വൃദ്ധജനങ്ങള്‍ക്കുള്ള വാര്‍ദ്ധക്യകാല പെന്‍ഷന്‍ നിലവിലുള്ള 400 രൂപയില്‍ നിന്നും 900 രൂപയായും അഗതി (വിധവ) പെന്‍ഷന്‍, അമ്പതു വയസിനു മേല്‍ പ്രായമുള്ള അവിവാഹിതരായ സ്ത്രീകള്‍ക്കുള്ള പെന്‍ഷന്‍ എന്നിവ 400 രൂപയില്‍ നിന്ന് 525 രൂപയായും 80 ശതമാനത്തിനുമേല്‍ വൈകല്യമുള്ളവര്‍ക്കുള്ള വികലാംഗ പെന്‍ഷന്‍ 400 രൂപയില്‍ നിന്ന് 700 രൂപയായും മറ്റുള്ളവര്‍ക്കുള്ള വികലാംഗ പെന്‍ഷന്‍ 400 രൂപയില്‍ നിന്ന് 525 രൂപയും വര്‍ദ്ധപ്പിച്ച് സര്‍ക്കാര്‍ ഉത്തരവ് പുറപ്പെടുവിച്ചു. വര്‍ദ്ധിപ്പിച്ച നിരക്കുകള്‍ക്ക് 2012 ഏപ്രില്‍ മുതല്‍ പ്രാബല്യമുണ്ടായിരിക്കും.

ഗ്രാമസഭ വിളിക്കാത്ത 39 അംഗങ്ങള്‍ക്ക് അയോഗ്യത

 പഞ്ചായത്ത് രാജ് നിയമത്തില്‍ അനുശാസിച്ച സമയപരിധിയ്ക്കുളളില്‍ ഗ്രാമസഭ വിളിക്കുന്നതില്‍ വീഴ്ച വരുത്തിയ തൃശ്ശൂര്‍ വരന്തരപ്പിളളി, കോഴിക്കോട് കുരുവട്ടൂര്‍ പഞ്ചായത്തുകളിലെ 39 അംഗങ്ങളെ സംസ്ഥാന തിരഞ്ഞെടുപ്പ് കമ്മീഷണര്‍ കെ.ശശിധരന്‍ നായര്‍ അയോഗ്യരായി. യഥാസമയം ഗ്രാമസഭ വിളിച്ചില്ലെന്ന് കാണിച്ച് രണ്ടു പഞ്ചായത്തുകളിലെയും വോട്ടര്‍മാര്‍ നല്‍കിയ ഒരു കൂട്ടം ഹര്‍ജിയിലാണ് കമ്മീഷണറുടെ ഉത്തരവ്. കുരുവട്ടൂരിലെ 18 അംഗങ്ങളെ അയോഗ്യരാക്കിയപ്പോള്‍ വരന്തരപ്പിളളിയില്‍ 22 ല്‍ 21 പേര്‍ക്കാണ് അയോഗ്യത. കേരള പഞ്ചായത്ത് രാജ് നിയമം 3(3) വകുപ്പ് പ്രകാരം ഒരംഗം താന്‍ കണ്‍വീനറായ ഗ്രാമസഭയുടെ യോഗം മൂന്നു മാസത്തിലൊരിക്കല്‍ വിളിച്ചുചേര്‍ക്കണം. തുടര്‍ച്ചയായി രണ്ടു യോഗം വിളിക്കുന്നതില്‍ വീഴ്ച വരുത്തിയാല്‍ അയാള്‍ അയോഗ്യനാകും. ഇക്കാര്യം ചൂണ്ടിക്കാട്ടി ഒരംഗം തിരഞ്ഞെടുക്കപ്പെട്ട വാര്‍ഡിലെ വോട്ടര്‍ക്കോ മറ്റൊരംഗത്തിനോ തിരഞ്ഞെടുപ്പ് കമ്മീഷനില്‍ ഹര്‍ജിനല്‍കാം. ഈ വ്യവസ്ഥ പ്രകാരമാണ് അംഗങ്ങള്‍ക്കെതിരെ ഹര്‍ജി സമര്‍പ്പിക്കപ്പെട്ടത്. കുരുവട്ടൂരില്‍ 2010 ഡിസംബറിലും, വരന്തരപ്പിളളിയില്‍ 2011 ജനുവലിയിലും നടന്ന ഗ്രാമസഭകള്‍ക്കുശേഷം തുടര്‍ച്ചയായി ഏഴുമാസത്തോളം ഗ്രാമസഭ ചേര്‍ന്നില്ല. പ്രസിഡന്റുമായി കൂടിയാലോചിച്ച് സ്ഥലവും തീയതിയും സമയവും നിശ്ചയിച്ച് ഗ്രാമസഭ വിളിക്കേണ്ട ചുമതല അംഗങ്ങള്‍ക്കാണ്. ജില്ലാ ആസൂത്രണസമിതി പദ്ധതിരേഖ അംഗീകരിച്ച ശേഷം മാത്രം ഗ്രാമസഭ വിളിച്ചാല്‍ മതിയെന്ന് വരന്തരപപിളളി പഞ്ചായത്ത് ഭരണസമിതി തീരുമാനിക്കുകയായിരുന്നു. നിയമസഭ തിരഞ്ഞെടുപ്പ് വന്നതിനാലാണ് ഗ്രാമസഭ വിളിക്കാതിരുന്നതെന്ന് കുരുവട്ടൂരിലെ അംഗങ്ങള്‍ വിചാരണവേളയില്‍ അറിയിച്ചു. ഗ്രാമസഭകേവലം ഗുണഭോക്താക്കളെ തിരഞ്ഞെടുക്കുന്നതിനുളള വേദി മാത്രമാണെന്ന അബദ്ധ ധാരണമൂലമാണ് ഈ വീഴ്ച സംഭവിച്ചതെന്ന് കമ്മീഷണര്‍ വിധിന്യായത്തില്‍ പറഞ്ഞു. അധികാര വികേന്ദ്രീകരണ പ്രക്രിയയില്‍ യഥാര്‍ത്ഥ ജനപങ്കാളിത്തം ഉറപ്പുവരുത്താനാണ് ഗ്രാമസഭകള്‍ക്ക് രൂപം നല്‍കിയത്. യഥാസമയം ഗ്രാമസഭവിളിക്കാത്തതുമൂലം പ്രാദേശിക ആസൂത്രണപ്രക്രിയയില്‍ പങ്കാളിയാവാനുളള അവസരം ജനങ്ങള്‍ക്ക് നിഷേധിക്കപ്പെടുകയാണെന്ന് കമ്മീഷണര്‍ വിധിന്യായത്തില്‍ ചൂണ്ടിക്കാട്ടി. രണ്ട് പഞ്ചായത്ത് ഭരണസമിതികളും പിരിച്ചുവിടുന്നതിനായി വിധിപ്രസ്താവത്തിന്റെ പകര്‍പ്പ് സര്‍ക്കാരിനു കൈമാറി.

Dies non imposed for August 21 st Strike

Instructions issued to manage the proposed strike declared by the opposition service organaisations on August 21st. The strike will be treated as dies non and the salary of the day will be deducted from the salary for the month of September 2012. Gathering at office gates to block employees will be treated seriously.

Decentralisation Co Ordination Committee decided to enhance the limit of LSGIs to purchase vehicles up to 10 lakhs, The commitee also decided that the compensation for the productive sector in the XI th plan may not be compensated during the current plan.The meeting empowered LSGD Principal Secretary to make suitable amendments in the Plan Formation Guidelines.

ഡി.എ കുടിശ്ശിക ലയിപ്പിക്കുന്ന തീയതി നീട്ടി

  ഡിഎ കുടിശ്ശിക പിഎഫില്‍ ലയിപ്പിക്കുന്നതിനുള്ള തീയതി ദീര്‍ഘിപ്പിച്ചു.ജീവനക്കാരുടെ ഡിഎ കുടിശ്ശിക പിഎഫില്‍ ലയിപ്പിക്കുന്നതിനുള്ള തീയതി മുന്‍ ഉത്തരവുകള്‍ പ്രകാരം ഓക്ടോബര്‍ 2011, മെയ് 2012 എന്നിങ്ങനെ നിശ്ചയിച്ചിരുന്നു. എന്നാല്‍ 2008 ജനുവരി ഒന്നു മുതലുള്ള കാലയളവിലെ ഡി.എ കുടിശ്ശിക പി.എഫില്‍ ലയിപ്പിക്കുന്നതുമായി ബന്ധപ്പെട്ട് കൂടുതല്‍ സമയം വേണമെന്ന് വിവിധ വകുപ്പു തലവന്‍മാരും വ്യക്തികളും സര്‍ക്കാരിന് നല്‍കിയ അപേക്ഷ പരിഗണിച്ചാണ് സര്‍ക്കാര്‍ തീയതി ദീര്‍ഘിപ്പിച്ച് ഉത്തരവിറക്കിയത്. ഇതനുസരിച്ച് 2008 ജനുവരി ഒന്ന്, 2008 ജൂലൈ ഒന്ന്, 2009 ജനുവരി ഒന്ന്, 2009 ജൂലൈ ഒന്ന്,2010, 2011 ജനുവരി ഒന്ന്, ജൂലൈ ഒന്ന് വര്‍ഷങ്ങളിലെ ഡി.എ. കുടിശ്ശികകള്‍ പിഎഫില്‍ ലയിപ്പിക്കുന്നതിനുള്ള സമയം ആറു മാസം ദീര്‍ഘിപ്പിച്ചു. 2013 ജനുവരി 31 ലെ ശമ്പള ബില്ലിനൊപ്പം വരെ ഈ ഡി.എ കുടിശ്ശികകള്‍ ജീവനക്കാര്‍ക്ക് ക്ളയിം ചെയ്യാമെന്ന് സര്‍ക്കാര്‍ വ്യക്തമാക്കിയിട്ടുണ്ട്. 2008 ജൂലൈ ഒന്ന് വരെ നേരത്തേ അനുവദിച്ചിട്ടുള്ള ഡി.എ കുടിശ്ശികകളുടെ കാര്യത്തില്‍ മറ്റൊരവസരം ഇനി നല്‍കില്ലെന്നും സര്‍ക്കാര്‍ ഉത്തരവില്‍ വ്യക്തമാക്കിയിട്ടുണ്ട്.
