The Mihir Shah Committee found that the practice of giving additional charge of BPO s to BDOs and other block officials was negatively affecting the Scheme.Chapter II para 2.2.2 of his report says that a full time Block Programme Officer must be appointed.These BPOs should not given another duties.If so given, twice the salary given to BPO for that period should be remitted to NREGA fund by the State Govt:

Make full control of the Scheme by RD & appoint BPOs from the department. Payment of wages also make under control of BPO.
