Approval for White Label ATMs

 The Reserve Bank of India,  released  the final guidelines on "White Label Automated Teller Machines (WLAs)" in India. White Label ATMs are ATMs set up, owned and operated by non-bank entities incorporated in India under the Companies Act, 1956. Till now, only banks were permitted to set up Automated Teller Machines (ATMs) as extended delivery channels.

വിധവകളുടെ പെണ്‍മക്കളുടെ വിവാഹധനസഹായം : നിബന്ധനകളില്‍ ഭേദഗതിവരുത്തി

   സാമൂഹികക്ഷേമവകുപ്പ് നല്‍കിവരുന്ന സാധുക്കളായ വിധവകളുടെ പെണ്‍മക്കളുടെ വിവാഹധനസഹായ നിബന്ധനകളില്‍ ഭേദഗതിവരുത്തി സര്‍ക്കാര്‍ ഉത്തരവായി. വിവാഹത്തിനു നിശ്ചയിച്ചിട്ടുള്ള തീയതിക്ക് കുറഞ്ഞത് ഒരു മാസത്തിനുമുമ്പെങ്കിലും അപേക്ഷ സര്‍പ്പിക്കണമെന്നായിരുന്നു നിബന്ധന. എന്നാല്‍ ഇക്കാര്യത്തിലുള്ള അറിവില്ലായ്മമൂലം അപേക്ഷകള്‍ സമര്‍പ്പിക്കുന്നതില്‍ കാലതാമസം വരുന്നത് ആനുകൂല്യ നിഷേധത്തിനു കാരണമായിരുന്നു. ഇക്കാരണത്താലാണ് ഭേദഗതിക്ക് സര്‍ക്കാര്‍ തയ്യാറായത്. ഏതെങ്കിലും അപേക്ഷകര്‍ക്ക് മതിയായ കാരണങ്ങളാലാണ് സമയപരിധി പാലിക്കാന്‍ സാധിക്കാതെവന്നതെന്ന് അന്വേഷണത്തില്‍ ബോധ്യപ്പെട്ടാല്‍ അവരുടെ അപേക്ഷകളില്‍ മേല്‍, വിവാഹം നടന്ന തീയതിമുതല്‍ ആറ് മാസം വരെയുള്ള കാലതാമസം ഇളവ്ചെയ്ത് ആനുകൂല്യം നല്‍കാന്‍ അതത് ജില്ലാ കളക്ടര്‍ക്കും, അതിനുശേഷം അഞ്ച് മാസം വരെ ലാന്റ് റവന്യു കമ്മീഷണര്‍ക്കും (ആകെ ഒരുവര്‍ഷം) അധികാരമുണ്ടായിരിക്കും. എന്നാല്‍ നിശ്ചിതസമയപരിധിക്കുള്ളില്‍ നല്‍കിയിട്ടുള്ള അപേക്ഷകള്‍ ആദ്യം പരിഗണിച്ച് ആനുകൂല്യം നല്‍കിയതിനുശേഷമായിരിക്കണം വൈകിലഭിച്ചവയില്‍ ആനുകൂല്യം നല്‍കേണ്ടതെന്നും സര്‍ക്കാര്‍ ഉത്തരവില്‍ വ്യക്തമാക്കി

 For providing sufficient fund for infrastructure development in each Legislative Assembly Constituency, Kerala Govt constituted Legislative Assembly Constituency Asset Development Fund with a corpus of Rs 705 crores each year. Major thrust will be given to Education, Health,water supply and sanitation, infrastructure facilities including roads and bridges, agriculture, Animal husbandary and related areas.

IAY Houses Plinth area Should be 40 m2

 LSGD issued circular regarding the plinth area  of houses constructed under IAY . Circular directs that the plinth area should be between 20 to 40 square meters. Circular again clarifies that provision of plinth area should be mentioned in the agreements executed by the beneficiaries.

Bunching Plan Expenditure in March-Avoidance instructions issued

    The finance department isssued detailed guidelines for avoiding the bunching plan expenditure during the end of financial year. As per new directions LSGIs have to attain 10% expenditure during June, 30% in september,and 60% in december. The remaining 40% only will be allowed to spent during the last 3 months provided 10% expenditure only in March.

  The Project Review Committee of NRLM found that Kerala satisfied all basic requirements for transition from SGSY to NRLM.
