PMAY(G) Houses to Newly Selected Beneficieries

Ministry Of  Rural Development permitted State Govts to distribute housing assistance to newly selected beneficiaries by Awaas Plus mobile app survey conducted in last February. For the inclusion of newly selected beneficiaries to the data base, every state have to delete the ineligible SECC beneficiaries through the Remand Module available in Awaas Software.

6th State Finance Commission Constituted

VIth State Finance Commission  constituted under the chairmanship of Sri S.M.Vijayanand, former Chief Secretary of Kerala. The Commission has the mandate to review the financial position of the Panchayats and Muncipalities and make recommendations. Sri T.K.Jose, IAS, Additional Chief Secretary to Government,LSGD and Sri Manoj Joshi, IAS, Additional Chief Secretary to Government, FinanceDepartment were the members.

Mahathma Gandhi NREGS Assistance - Upper Cap Fixed

As per the directions given in the Annual Master Circular,State Govt decided to fix the  upper cap for the quantum of assistance given to individual beneficiaries in MahathmaGandhi NREGS. For ST beneficiaries maximum limit is Rs.6 lakhs, for SC beneficiaries maximum Rs.5 lakhs and for other category maximum of Rs.4 lakhs per annum.

For the registration of land purchased by individuals who contributed land to those families enrolled in the Life Mission Project, the Government have decided to wave the stamp duty and registration fee payable  subject to certain conditions.

Govt decided to delete those families,who fail to purchase ration goods  continuously for a period of three months, from the priority list.The eligible persons should be included in the priority list in the vacancy of excluded families.

Septage Treatment -Guidelines for License

LSGI issued detailed guidelines for licensing honey suckers by Local Self Government Institutions.As per the instructions,ordinary trucks shall not be used to collect sewage. Vehicles designed especially for collection of sepatage as per Standards and Specifications, to be evolved, only shall be used for the same.

Credit Cards for Fishermen

The Government of India has extended the facility of Kisan Credit Card (KCC) to fisheries and animal husbandry farmers to help them meet their working capital needs. The KCC facility will help fisheries and animal husbandry farmers to meet their short term credit requirements of rearing of animals, poultry birds, fish, shrimp, other aquatic organisms and capture of fish.

Jal Shakti Abhiyan for Water Conservation Launched

Union Jal Shakti Minister,  announced the commencement of the Jal Shakti Abhiyan - a campaign for water conservation and water security. The campaign will run through citizen participation during the monsoon season, from 1st July, 2019 to 15th September, 2019.  The focus of the campaign will be on water stressed districts and blocks. In Kerala, State Govt decided to include 30 more blocks to the programme in addition to GOI proposed 3 blocks.

Treasury Queue Bill Clearance-Instructions Issued

Finance Department issued detailed instructions for clearing bills and cheques set apart to Treasury Queue in the end of financial year. Financial allocation for clearing bills will be met from allotment for 2019-20 of LSGIs. Revised Dearness Allowance-Orders Issued

Finance Department issued orders revising Dearness allowance allowed to State Govt Employees and Teachers. Rate will be enhanced from the existing rate 15% to 17% from 01/01/2018 and again to 20% from 01/07/2018. The arrears of enhanced amount will be released in cash with the Salary for the month of April.

NRA Sanction from GPF - DDOs Authorised

Finance Department delegated  all Drawing and Disbursement Officers to sanction Non Refundable Advance from General Provident Fund maintained by State Govt Employees and Teachers. The move will reduce the  undue delay and inconvenience in sanctioning NRA/Conversion consequent on revision of pay and allowances of State Government Employees.

Reservation for Economically Weaker Section-Directions Issued

State Govt designated  competent authority to issue the Income and Asset Certificate in respect of the EWS who are not covered under the existing scheme of reservations for the Scheduled Castes, the Scheduled Tribes and the Socially and Educationally Backward Classes:

a. District Magistrate/ Additional District Magistrate of the area where the candidate or his family ordinarily resides

b. Revenue Divisional Officer of the area where the candidate or his family ordinarily resides

c. Tahsildar in charge of the taluk of the area where the candidate or his family ordinarily resides

Agriculture Pension Enhanced-Order Issued

As per the announcement made in the State Budget, the pension given to small and marginal farmers were enhanced to Rs 1200 per month. Govt also clarified that for the purpose of calculating annual income for agriculture pension only the annual income of applicant and spouse should be counted.

Pradhan Mantri Kisan Samman Nidhi (PM-KISAN) Guidelines Issued

With a view to provide income support to all Small and Marginal landholding farmer families having cultivable land, the Union Government has launched PM-KISAN in the Union Budjet 2019. The scheme aims to supplement the financial needs of the farmers in procuring various inputs to ensure proper crop health and appropriate yields, commensurate with the anticipated farm income. Guidelines were issued by the Ministry Of Agriculture and Farmers Welfare.

State Budjet 2019-20-Special package to flood affected LSGIs

Out lay for Local Self Govt Institutions  2019-20 it is raised to 24.5 percent of total plan allocation. The plan grant, which was Rs.7,000 crore during the previous year has been enhanced to Rs.7,500 crore. Of this, Rs.250 crore is earmarked for Special Project of the flood affected panchayats. Of the plan grant transferred to Local Governments Rs.1,307 crore is for Scheduled Caste Sub Plan and Rs.196 crore for Scheduled Tribe Sub Plan. In addition to the plan grant, Local Government Institutions will get Rs.2,741 crore as Maintenance Grant and Rs.1,626 crore as General Purpose Grant. Thus the total amount comes to Rs.11,867 crore. From this, Rs.1,210 crore is for Corporations, Rs.1,617 crore for Municipalities, Rs.1,564 crore for District Panchayats, Rs.1,090 crore for Block Panchayats and Rs.6,334 crore for Grama Panchayats.

Coastal Regulation Zone (CRZ) 2018- Final Notification Issued

The revised Coastal Regulation Zone (CRZ) Notification, 2018 notified, which was last reviewed and issued in 2011,with periodic amendments to some clauses. The proposed CRZ Notification, 2018 will lead to enhanced activities in the coastal regions there by promoting economic growth while also respecting the conservation principles of coastal regions. It will not only result in significant employment generation but also to better life and add value to the economy of India. The new notification is expected to rejuvenate the coastal areas while reducing their vulnerabilities.
