The High Court of Bombay at Goa clarified that the definition of information in RTI act 2005 cannot include within its fold answers to the questions 'WHY'. Ministry of Personal , Public grievances & Pensions GOI issued Office Memorandum regarding this. It is not the duty of a Public Information Officer to say why a certain thing was done or not!
