Out lay for Local Self Govt Institutions 2019-20 it is raised to
24.5 percent of total plan allocation. The plan grant, which was Rs.7,000 crore during the
previous year has been enhanced to Rs.7,500 crore. Of this,
Rs.250 crore is earmarked for Special Project of the flood affected
panchayats. Of the plan grant transferred to Local Governments
Rs.1,307 crore is for Scheduled Caste Sub Plan and Rs.196 crore for
Scheduled Tribe Sub Plan. In addition to the plan grant, Local
Government Institutions will get Rs.2,741 crore as Maintenance Grant
and Rs.1,626 crore as General Purpose Grant. Thus the total amount
comes to Rs.11,867 crore. From this, Rs.1,210 crore is for
Corporations, Rs.1,617 crore for Municipalities, Rs.1,564 crore for
District Panchayats, Rs.1,090 crore for Block Panchayats and
Rs.6,334 crore for Grama Panchayats.

Coastal Regulation Zone (CRZ) 2018- Final Notification Issued
The revised Coastal Regulation Zone (CRZ) Notification, 2018 notified, which was last reviewed and issued in 2011,with periodic amendments to some clauses. The proposed CRZ Notification, 2018 will lead to enhanced activities in the coastal regions there by promoting economic growth while also respecting the conservation principles of coastal regions. It will not only result in significant employment generation but also to better life and add value to the economy of India. The new notification is expected to rejuvenate the coastal areas while reducing their vulnerabilities.

Sanitation- Subsidy norms revised
Decentralization Co Ordination Committe approved the revised rates of subsidy for sanitation projects. New norms will be applicable only from 1st April 2019. Beneficiery contribution limited to 10%.
LIFE Housing- Instalment amount re fixed
LIFE Mission decided to re-fix the subsidy amount in 3rd and 4th instalments. Earlier ist instalment was Rs 40000, 2nd Rs 160000, 3rd Rs160000 and 4th Rs 40000. Now it was modified as Rs 40000, Rs160000, Rs100000 and Rs100000.

Flood-Livelihood Loan Programme- Instructions Issued
Kerala govt introduced new Livelihood Loan Scheme to assist Micro,Small&Medium Entreprenures who were affected by recent flood. Scheme covers only the 1260 flood affected villages in Kerala. Loan will be issued by Scheduled Co Operative Banks and margine money should be given to Banks from Chief Ministers Distress Relief Fund.

Imposing Complete ban on Plastic-Committee Constituted
Enviornment Department statrted imposition of a
complete ban on one time use/throw away plastic items/carry bags,irrespective of thickness. It has been decided to list out the plastic products /items that need to
be brought into the ambit of complete ban and for the same an Expert
(Technical)Committee constituted under the chairmanship of Kerala State Pollution Control Board Chairman.
