   അധികാര വികേന്ദ്രീകരണം അര്‍ത്ഥപൂര്‍ണമാകണമെങ്കില്‍ പഞ്ചായത്ത് സമിതിക്ക് പദ്ധതി നടത്തിപ്പില്‍ പൂര്‍ണ അധികാരം വേണമെന്ന് ഗ്രാമവികസന വകുപ്പ് മന്ത്രി കെ.സി.ജോസഫ് പറഞ്ഞു. ഇതിനായി ഈ വര്‍ഷം മുതല്‍ ടാക്-കള്‍ക്ക് പദ്ധതികളിന്മേലുള്ള നിയന്ത്രണാധികാരം എടുത്തുകളയുമെന്നും മന്ത്രി പറഞ്ഞു. സംസ്ഥാനതല പഞ്ചായത്ത് ദിനാഘോഷത്തിന്റെ ഭാഗമായി തിരുവനന്തപുരത്ത് സംഘടിപ്പിച്ച ഗ്രാമഭരണ-വികസന സംവാദം ഉദ്ഘാടനം ചെയ്ത് സംസാരിക്കുകയായിരുന്നു അദ്ദേഹം. കേന്ദ്രപദ്ധതികള്‍ നടപ്പാക്കുന്ന കാര്യത്തില്‍ കൂടുതല്‍ സ്വാതന്ത്യ്രമനുവദിക്കണമെന്ന കേരളത്തിന്റെ ആവശ്യം കേന്ദ്രസര്‍ക്കാര്‍ അംഗീകരിക്കുമെന്നാണ് പ്രതീക്ഷിക്കുന്നത്. മുഖ്യമന്ത്രി ഉമ്മന്‍ചാണ്ടിയുടെ ഡല്‍ഹി സന്ദര്‍ശനവേളയില്‍ ഈ ആവശ്യം ഒരിക്കല്‍കൂടി കേന്ദ്രസര്‍ക്കാരിനെ അറിയിച്ചിരുന്നു. അതേസമയം പദ്ധതികള്‍ സമയബന്ധിതമായും സുതാര്യമായും നടപ്പാക്കിയാല്‍ കേന്ദ്രസഹായം ലഭിക്കാന്‍ ഒരു തടസവുമുണ്ടാവില്ലെന്നും മന്ത്രി കൂട്ടിച്ചേര്‍ത്തു. പദ്ധതി നിര്‍വഹണം ഏതൊക്കെ രീതിയില്‍ ഫലപ്രമാക്കാന്‍ കഴിയുമെന്ന വ്യക്തമായ ധാരണ തദ്ദേശ സ്ഥാപനങ്ങളിലെ ജനപ്രതിനിധികള്‍ക്കുണ്ടാവണം. അഴിമതിയാക്ഷേപം ഭയന്ന് പദ്ധതി നടപ്പാക്കലില്‍ നിന്ന് ഒഴിഞ്ഞുമാറുന്നത് ശരിയല്ലെന്നും മന്ത്രി പറഞ്ഞു. നിലവില്‍ സേവനമേഖലയ്ക്ക് 40, പശ്ചാത്തലവികസനത്തിന് 30 ഉല്പാദനമേഖലയ്ക്ക് 30 എന്ന രീതിയിലാണ് ഫണ്ട് അനുവദിക്കുന്നത്. ഇത് യഥാക്രമം 35, 45, 20 എന്ന രീതിയിലാക്കണമെന്ന നിര്‍ദ്ദേശം ആസൂത്രണ കമ്മീഷന്റെ അംഗീകാരത്തിന് സമര്‍പ്പിച്ചിരിക്കുകയാണ്. അതേ സമയം പഞ്ചായത്തുകള്‍ക്ക് സ്വതന്ത്രമായി വിനിയോഗിക്കാന്‍ കഴിയുന്ന തരത്തില്‍ 20 ശതമാനം ഫണ്ട് അനുവദിക്കണമെന്നതാണ് മുഖ്യമന്ത്രിയുടെ നിലപാടെന്നും മന്ത്രി പറഞ്ഞു. പഞ്ചായത്തുകളിലെ ജീവനക്കാരുടെ എണ്ണത്തില്‍ വര്‍ദ്ധന വരുത്തുന്നതുള്‍പ്പെടെയുള്ള ആവശ്യങ്ങള്‍ അനുഭാവപൂര്‍വം പരിഗണിക്കുമെന്ന് മന്ത്രി കൂട്ടിച്ചേര്‍ത്തു.

LSGI Engineering wing New Posts Sanctioned

Govt sanctioned 529 additional technical posts in the Engineering wing of LSGIs. As per the new order LSGIs will get 65 AExEs,203AEs,and 261Overseers.This action will strengthen the engineering works of Gramapanchayaths.

Govt have issued guidelines for the smooth supply of drinking water in tanker lorries.Quality of water conveyed should be ensured by providing sufficient water treatment system. Secretaries of LSGIs should ensure the implementation of guidelines.

Sanction for Fisheries Extension Officers on Contract basis

Fisheries and Ports Department gave administrative sanction for 'Malthsya Samrudhi' programme for increasing inland fish production.The programme was implimented through FFDA and ADAK. For the extension works govt allowed to appoint 50 Fisheries Extension Officers on contract basis for 3 years having a consolidated pay of Rs 12500/ per month and TA rs 500/.

General Transfer 2012 Gramapanchayath Draft List Published

The draft list of general transfer in the Panchayth Department for the year 2012 was published.The Draft Transfer list in the cadre of Senior Superintendents/Performance Audit Unit Supervisors is not published  since there is no vacancy in that cadre at present. Objections and suggestions if any will be filed before the Deputy Director of Panchayats concerned on or before 28.04.2012.  The Deputy Directors of Panchayats are instructed to forward all the objections received till 28.04.2012 after compiling them in category wise and forward to this office on 30.04.2012 itself.

Mandatory Expenditure reduced to 60%

LSGD decided to reduce the mandatory minimum expenditure to 60% under Development and Maintenance funds allocated to various LSGIs during 2011-2012. Due to the decision most of the LSGIs will get the entire amount unspent as carry over amount.

EMS Housing - Co Operative Department issued strict instructions for Loan Disbursement

The Co Operative Department issued strict instructions to Co Operative Societies to  issue further installments of loan to LSGIs. Many of the Co Operatives are denying loans to LSGIs. Though the period was exhausted on 31/03/2012. the agreemented beneficiaries should get further installments. This will be a great relief to thousands of beneficiaries.
