LSGD permitted all LSGIs to revise their annual plans approved by DPC. The permission is given only for revising projects related to KLGSDP, stray dog control, natural calamity, ISO certification and documentation of decentralization during last 20 years. New projects can be formed utilizing the surplus amount if any.
Housing Subsidy given to SC/ST families under Indira Awaas Yojana Housing Scheme, enhanced to 3 Lakhs per house. The enhanced amount will be met from the SC/ST Development department.
LSGD modified specifications and subsidy rates of 3 house hold level solid waste devices. Sanitation Mission Subsidy for portable biogas plants were restricted to Rs 5000 or 50% of unit cost whichever is less. LSGI subsidy will be only 50% of Mission's subsidy. Later Mission subsidy was 50% and LSGI subsidy 25% of unit cost.
MORD issued clarification regarding the usage of building materials produced under MGNREGS for approved housing schemes. As House Construction can be covered under MGNREGS in creation of an individual asset for vulnerable section, such a facility is available over and above the unskilled person days provided in construction of the house.
Ministry Of Rural Development released the concept note on the proposal of re structuring Indira Awaas Yojana Housing Scheme in to a mission mode. The subsidy will be enhanced to 1 lakh in plane areas and 1.10 lakh for hilly region. Beneficieries will be selected from SECC data published recently. Comments and suggessions of all state Govts and Union Territories were sought within 24th july 2015.
Xth Pay revision Commission appointed by Kerala Govt submitted detailed report on change in pay scale of State Govt Employees and Teachers. Commission recomented a minimum pay of Rs 17000 and Maximum of 120000. The revised pay scales will come effect from 2014 July 1st and commission clarified that no option will be allowed to fix pay in any other dates.Increments will be granted on due dates as if one had continued in the old scale without waiting for one year from the date of revision.
LSGD issued detailed guidelines to strengthen the Gramakendras formed in LSGIs. Beneficiery selection for various beneficiery oriented programmes will be done by Gramakendras. Ward Development Committes will value the applications.
LSGD issued draft notification regarding the re arrangement of Block Panchayaths on the basis of Assembly Constituencies. As per the draft Malappuram District have maximum number of Block Panchayaths. Objections can be submitted within 13th July.
Kerala Govt permitted Gramapanchayaths to take maximum number of road works under Mahathma Gandhi National Rural Employment Guarantee Scheme. The wage material ratio should be 60:40 and maintained at Gramapanchayath level.
Hon’ble Finance Minister Shri Arun Jaitley and Hon’ble Minister Rural Development, Panchayati Raj and Drinking Water Supply and Sanitation, Shri Chaudhary Birendra Singh, today jointly released on-line the provisional data from the Socio Economic and Caste Census (SECC) 2011 for Rural India. The Ministry of Rural Development has taken a decision to use the SECC data in all its programmes. SECC data would have meaningful use in Housing for all, Education and Skills thrust, MGNREGA, National Food Security Act, interventions for differently able, interventions for women led households, and targeting of households/individual entitlements on evidence of deprivation, etc. The household data is also available for planners of programmes at State, district, Block, Gram Panchayat and village level. The
Income Tax Department has released the software
for preparing the Income Tax Return forms 1- SAHAJ, 2, 2A and 4S- SUGAM for AY
2015-16. The e-filing of these return forms has been enabled on the e-filing
website-https://incometaxindiaefiling.gov.in.
ITR
1-SAHAJ, 2 and 2A can be used by
individual or HUF whose income does not include income from business. ITR 4S
- SUGAM can be used by an individual or HUF whose income includes business income
assessable on presumptive basis. The elaborate details of the persons who can
use these forms are available in the instructions for filling the forms.
The
facility for pre-filling of information for these return forms is available in
the software for preparing the return forms. When the taxpayer exercises this
option and just fills in his PAN, then personal information and information on
taxes paid and TDS will be auto-filled in the form. Taxpayers are requested to
use the return preparation software available free of cost under the
‘Downloads’ section on the home page of the Income Tax Department’s e-filing
website-https://incometaxindiaefiling.gov.in.
The use of Departmental software will ensure preparation of error-free returns
thereby avoiding any need for future rectification due to data validation
mistakes.
