Incomplete Houses other than IAY, Enhanced Subsidy allowed
LSGD issued orders to allow subsidy at the enhanced rate, for the incomplete houses in Gramapanchayaths, Municipalities and Corporations. The benefit was restricted only to incomplete houses other than Indira Awaas Yojana Scheme.

കേന്ദ്രസര്ക്കാര് പുറപ്പെടുവിച്ച തീരദേശ പരിപാലന വിജ്ഞാപനത്തിന് വിരുദ്ധമായി അനധികൃത നിര്മ്മാണ പ്രവര്ത്തനങ്ങള് നടത്തുന്നതും അത്തരം പ്രവര്ത്തനങ്ങള്ക്ക് ഉദ്യോഗസ്ഥര് അനുമതി നല്കുന്നതും കര്ശന നടപടിക്ക് വിധേയമാകുമെന്ന് സര്ക്കാര് അറിയിച്ചു. തീരദേശങ്ങളിലെ നിര്മ്മാണ പ്രവര്ത്തനങ്ങള്ക്ക് അനുമതി നല്കുന്നതുമായി ബന്ധപ്പെട്ട വിജ്ഞാപനം കേന്ദ്രം വനം-പരിസ്ഥിതി മന്ത്രാലയത്തിന്റെ വെബ്സൈറ്റില് ലഭിക്കും. വികസന നിര്മ്മാണ പ്രവര്ത്തനങ്ങള്ക്ക് ബന്ധപ്പെട്ട അധികാരികളില്നിന്നും അനുമതി വാങ്ങണമെന്നും വിജ്ഞാപനത്തില് പറഞ്ഞിട്ടുണ്ട്. വ്യക്തമായ നിര്ദ്ദേശങ്ങള് ഉണ്ടായിട്ടും അവ അവഗണിച്ച് സംസ്ഥാനത്തെ തീരദേശ മേഖലകളില് നിര്മ്മാണ/വികസന പ്രവര്ത്തനങ്ങള് നടത്തുന്നതിനെതിരെ സുപ്രീം കോടതിയും ഹൈക്കോടതിയും താക്കീത് നല്കിയിട്ടുണ്ട്. തീരദേശ പരിപാലനവുമായി ബന്ധപ്പെട്ട് 1991 ലും, 2011 ലും കേന്ദ്രസര്ക്കാര് പുറപ്പെടുവിച്ച വിജ്ഞാപനത്തിലെ നിബന്ധനകള് പാലിക്കപ്പെടുന്നുണ്ടെന്ന് ഉറപ്പുവരുത്താന് അതത് തദ്ദേശസ്വയംഭരണ സ്ഥാപനങ്ങള് ശ്രദ്ധ ചെലുത്തണമെന്നും സി.ആര്.സഡ് നിബന്ധനകള് പാലിക്കാതിരുന്നാല് 1986 ലെ പരിസ്ഥിതി സംരക്ഷണ നിയമ വ്യവസ്ഥയനുസരിച്ച് ശക്തമായ നടപടി സ്വീകരിക്കുമെന്നും ഇതു സംബന്ധിച്ച സര്ക്കുലറില് വ്യക്തമാക്കിയിട്ടുണ്ട്.

സര്ക്കാര് വകുപ്പുകളില് സേവനാവകാശം കാര്യക്ഷമമാക്കാന് നടപടികല് സ്വീകരിക്കുമെന്ന് മുഖ്യമന്ത്രി ഉമ്മന്ചാണ്ടി. പൊതുജന സേവന രംഗത്ത് നൂതനാശയ ആവിഷ്ക്കാരത്തിനുള്ള മുഖ്യമന്ത്രിയുടെ 2012-ലെ അവാര്ഡുകള് തിരുവനന്തപുരം ഐഎംജിയില് നടന്ന ചടങ്ങില് വിതരണം ചെയ്യുകയായിരുന്നു അദ്ദേഹം. സേവനാവകാശം ജനങ്ങളുടെ അവകാശമാണ്.അത് സര്ക്കാരിന്റെയോ ഉദ്യോഗസ്ഥരുടെയോ ഔദാര്യമല്ല.2012 നവംബര് ഒന്നിന് സര്ക്കാര് പ്രായോഗിക തലത്തില് കൊണ്ടു വന്ന സേവനാവകാശ നിയമം ഫലപ്രദമായി മിക്ക വകുപ്പുകളും ഉപയോഗിക്കുന്നുണ്ടെങ്കിലും ചില വകുപ്പുകള് സജീവമാകേണ്ടതുണ്ട്. അത്തരം വകുപ്പുകള് കണ്ടെത്തി ഇടപെടലുകള് നടത്തുന്നതിനും അതു കണ്ടെത്തി കാര്യക്ഷമമാക്കുന്നതിനും ചീഫ് സെക്രട്ടറിയെ ചുമതലപ്പെടുത്തിയിട്ടുണ്ട്.ചീഫ് സെക്രട്ടറി ഇതു സംബന്ധിച്ചുള്ള പരിഹാരങ്ങളും നിര്ദേശങ്ങളും കാബിനറ്റില് സമര്പ്പിക്കുമെന്നും സര്ക്കാര് അതനുസരിച്ചുള്ള നടപടികള് സ്വീകരിക്കുമെന്നും മുഖ്യമന്ത്രി വ്യക്തമാക്കി.

Incomplete House of Asraya- Tme limit excluded
LSGD decided to delete the time limit imposed to get enhanced subsidy to the house construction of Asraya Destitute. All asraya benificieries should be eligible for AAY Ration Cards.

Block Panchayaths should make Projects relating to their duties
CRD issued direction to all Block Panchayath Secretaries to prepare and implement projects relating only to the responsibilities given to them as per Schedule IV of Kerala Panchayath Raj Act. Block Panchayths are preparing projects not dealing with their duties like Anganwadi Building Construction which was given to Gramapanchayths as per Kerala Panchayath Raj Act.

VEOs not eligible for IVth Higher Grade
CRD issued circular clarifying that, though Village Extension Officers complete 27 years in the entry cadre, they are not eligible for the Fourth Higher Grade.Clarification was issued because of the hike in Salary Scale of VEOs to 10480-18300.

Oldage Pension- Kerala Govt relaxed age to 60
At last Kerala Govt also issued orders, to reduce the age limit for Indiragandhi National Oldage Pension to 60 years.
