LSGD announced grading criteria to select best CDSs in the State and District level for the year 2012-13. The State level award winning CDS will get Rs 2.75 Lakhs and District Level CDS will get Rs 75000 as Cash Award.

Housing to Poor Income limit incresed to 50000
Decentralization Co Ordination Committee decided as per decision no 3.9 to enhance the income limit of housing applicants of LSGIs to Rs 50000/ year from the current Rs 25000/ year. As per the new decision the applicants up to the income group of Rs 50000/ annum may be considered as BPL and the subsidy guidelines will be amended to this extend soon. The beneficiary list now made by GPs are for the whole current five year plan period. New lists should be prepared by giving opportunity to new income group applicants.

വില്ലേജ്/താലൂക്ക് ഓഫീസുകളില്‍ നിന്നും നല്‍കുന്ന വരുമാന സര്‍ട്ടിഫിക്കറ്റിന്റെ സാധുതാകാലയളവ് പുനര്‍നിശ്ചയിച്ചും സര്‍ട്ടിഫിക്കറ്റുകള്‍ നല്‍കുന്നതിനുള്ള മാനദണ്ഡങ്ങള്‍ പുന:ക്രമീകരിച്ചും ഉത്തരവായി. പൊതുജനങ്ങള്‍ക്കുണ്ടാകുന്ന ബുദ്ധിമുട്ടുകള്‍ പരിഹരിക്കുന്നതിനും സര്‍ട്ടിഫിക്കറ്റുകള്‍ നല്‍കുന്നതിനുള്ള നടപടിക്രമം ലഘൂകരിക്കുന്നതിനുമായി വില്ലേജ്/താലൂക്ക് ഓഫീസുകളില്‍ നിന്നും നല്‍കി വരുന്ന വരുമാന സര്‍ട്ടിഫിക്കറ്റുകളുടെ കാലാവധി ഇനിപ്പറയുന്ന നിബന്ധനകള്‍ക്ക് വിധേയമായി ഒരു വര്‍ഷമായി നിജപ്പെടുത്തി. ഈ കാലയളവില്‍ വിവിധ ആവശ്യങ്ങള്‍ക്കായി വെവ്വേറെ വരുമാന സര്‍ട്ടിഫിക്കറ്റുകളുടെ ആവശ്യമില്ല. വരുമാന സര്‍ട്ടിഫിക്കറ്റിനുവേണ്ടിയുള്ള അപേക്ഷ നിശ്ചിത ഫോര്‍മാറ്റില്‍ അഞ്ച് രൂപ കോര്‍ട്ട് ഫീ സ്റാമ്പൊട്ടിച്ച് സമര്‍പ്പിക്കണം. നിശ്ചിത ഫോര്‍മാറ്റില്‍ വരുമാന സര്‍ട്ടിഫിക്കറ്റ് നല്‍കണം. സര്‍ട്ടിഫിക്കറ്റിന് അനുവദിക്കുന്ന തീയതി മുതല്‍ ഒരു വര്‍ഷം സാധുതാ കാലയളവ് ഉണ്ടായിരിക്കും. ഇത് വരുമാന സര്‍ട്ടിഫിക്കറ്റില്‍ തന്നെ വ്യക്തമാക്കണം. ഒരു വര്‍ഷ സാധുതാകാലയളവില്‍ പൊതുവായി എല്ലാ ആവശ്യങ്ങള്‍ക്കുമായി ഉപയോഗിക്കാവുന്നതാകയാല്‍ ഇത്തരത്തില്‍ സര്‍ട്ടിഫിക്കറ്റ് നല്‍കുമ്പോള്‍ ഇതിന്റെ ഉദ്ദേശ്യം പ്രത്യേകമായി രേഖപ്പെടുത്തേണ്ടതില്ല. ഏതെങ്കിലും ഒരു പ്രത്യേക കോഴ്സിന് നല്‍കുന്ന സര്‍ട്ടിഫിക്കറ്റിന് ആ കോഴ്സിന്റെ കാലാവധി വരെ പ്രാബല്യമുണ്ടായിരിക്കും. അപേക്ഷകര്‍ സര്‍ട്ടിഫിക്കറ്റിന്റെ അസല്‍ സൂക്ഷിക്കേണ്ടതും വിവിധ ആവശ്യങ്ങള്‍ക്കായി സര്‍ട്ടിഫിക്കറ്റിന്റെ സ്വയം സാക്ഷ്യപ്പെടുത്തിയ പകര്‍പ്പ് ഹാജരാക്കേണ്ടതുമാണ്. സാക്ഷ്യപ്പെടുത്തിയ പകര്‍പ്പുകള്‍ വിവിധ സര്‍ക്കാര്‍ വകുപ്പുകള്‍, തദ്ദേശ സ്വയംഭരണ സ്ഥാപനങ്ങള്‍, അര്‍ദ്ധസര്‍ക്കാര്‍ സ്ഥാപനങ്ങള്‍, പൊതുമേഖലാ ബാങ്കുകള്‍, സഹകരണ ബാങ്കുകള്‍/സഹകരണ സംഘങ്ങള്‍ തുടങ്ങിയവ തടസമുന്നയിക്കാതെ സ്വീകരിക്കേണ്ടതും ആവശ്യമെങ്കില്‍ അസല്‍ സര്‍ട്ടിഫിക്കറ്റുമായി ഒത്തുനോക്കേണ്ടതുമാണ്

Integrated Watershed Management Programme Posting Orders issued
Posting Orders in the State Level Nodal Agency and Wateshed Cell Cum Data Centre were issued by LSGD. Posting were on deputation basis and contract basis.

LSGD published the list of Gramapanchayaths where the Assistant Secretary Post Sanctioned. Out of 978, 864 Gramapanchayaths were included in the list.
Premonsoon Epidemic Control Financial Limit Enhanced
LSGD issued Orders enhancing the maximum limit that can be spent by Gramapanchayaths, Municipalities and Corporations. As per the new order Gramapanchayaths, Municipalities and Corporations can utilize own funds @ Rs 5000 per ward. Earlier this was limited to institutions.

National family Benefit Scheme Assistance amount enhanced
Govt decided to enhance the assistance given through National Family Benefit Scheme from the Current rate of Rs 10000 to Rs 20000. Eligibility criteria were also amended.
Indiragandhi Widow Pension and Disability pension directions issued
Govt decided to implement Indira Gandi National Widow Pension Scheme and Indira Gandhi National Disability Pension Scheme, the two components of National Social Assistance Programme in the state additional to the existing state pension schemes of the same type.

സംസ്ഥാനം നേരിടുന്ന അതികഠിനമായ ചൂടും വരള്‍ച്ചയും ഇതിനെതുടര്‍ന്ന് സൂര്യാഘാതം മൂലം ഉണ്ടാകാനിടയുള്ള പ്രയാസങ്ങളും കണക്കിലെടുത്ത് ഏപ്രില്‍ 11 മുതല്‍ 30 വരെ മഹാത്മാഗാന്ധി തൊഴില്‍ ഉറപ്പുപദ്ധതിയില്‍ ജോലി ചെയ്യുന്ന തൊഴിലാളികളെ അവര്‍ക്ക് നിര്‍ദ്ദേശിച്ചിട്ടുള്ള തൊഴിലിന്റെ അളവിനെ ബാധിക്കാത്ത തരത്തില്‍ ഉച്ചയ്ക്ക് 12 മുതല്‍ മൂന്ന് മണിവരെ ജോലി ചെയ്യുന്നതില്‍ നിന്നും ഒഴിവാക്കാന്‍ ഗ്രാമവികസന വകുപ്പ് മന്ത്രി കെ.സി.ജോസഫ് തദ്ദേശസ്വയംഭരണ വകുപ്പ് പ്രിന്‍സിപ്പല്‍ സെക്രട്ടറി, ഗ്രാമവികസന കമ്മീഷണര്‍, മഹാത്മാഗാന്ധി ദേശീയ തൊഴിലുറപ്പ് പദ്ധതി മിഷന്‍ ഡയറക്ടര്‍ എന്നിവര്‍ക്ക് അടിയന്തിര നിര്‍ദ്ദേശം നല്‍കി.
Updation of Plan 2012-13 & Formation of Plan 2013-14 Guidelines Issued
LSGD issued detailed guidelines for finalizing the development plan of LSGIs for 2012-13. Procedure for the preparation of 2013-14 plan were also described.Approval should be obtained from concerned DPCs before May 31st.Implementation must be started after getting DPC approval.

LSGD issued NGO Policy describing the selection of approved and accredited agencies by panchayath raj institutions in various developmental programmes. PTAs, ADS CDS etc can be treated as approved agencies.
