Plan Approval-Time limit extended again
LSGD again extended the dates for approving the annual plan prepared by LSGIs for the current year.As per the new fixture plan procedures should be completed at November 26th and data should be submitted to District Planning Committee within November 30th
MGNREGS Material Purchase- Order Amended
LSGD amended the order for fixing the material cost of MGNREGS. As per the new order material rate and wages of skilled labors should be fixed at Block level.

തെരഞ്ഞെടുക്കപ്പെട്ട തദ്ദേശസ്വയം ഭരണ സ്ഥാപനങ്ങള്‍ക്കുമേലുണ്ടായിരുന്ന നിയന്ത്രണങ്ങള്‍ എടുത്തു കളഞ്ഞതായി ആസൂത്രണവകുപ്പുമന്ത്രി കെ.സി.ജോസഫ് പറഞ്ഞു. സംസ്ഥാന ആസൂത്രണ ബോര്‍ഡ്യോഗത്തിന് ശേഷം വാര്‍ത്താസമ്മേളനത്തില്‍ സംസാരിക്കുകയായിരുന്നു അദ്ദേഹം.തദ്ദേശ സ്ഥാനപങ്ങളുടെ പദ്ധതി നിര്‍വഹണം അടുത്ത സാമ്പത്തിക വര്‍ഷം മുതല്‍ ഏപ്രിലില്‍ ആരംഭിക്കും.വിശദമായ ചര്‍ച്ചക്ക് ശേഷമാണ് തദ്ദേശ സ്ഥാപനങ്ങളുടെ പദ്ധതി നിര്‍വഹണത്തില്‍ മാറ്റം വരുത്തിയത്. തെരഞ്ഞെടുക്കപ്പെട്ട സമിതിക്ക് മുകളില്‍ സാങ്കേതിക ഉപദേശക സമിതികള്‍ വേണ്ട. അധികാര വികേന്ദ്രികരണത്തിന്റെ ആദ്യ ഘട്ടത്തില്‍ ഇത്തരം സമിതികള്‍ വേണമായിരുന്നു. ഇനി ഉദ്യോഗസ്ഥ നിയന്ത്രണത്തിന്റെ കാര്യമില്ലെന്നും മന്ത്രി പറഞ്ഞു. അടുത്ത വര്‍ഷം മുതല്‍ തദ്ദേശ സ്ഥാപനങ്ങളില്‍ ബജറ്റും പദ്ധതിയും ഒന്നിച്ച് അവതരിപ്പിക്കുമെന്ന് വാര്‍ത്താസമ്മേളനത്തില്‍ സംബന്ധിച്ച ആസൂത്രണ ബോര്‍ഡംഗം സി.പി.ജോണ്‍ പറഞ്ഞു.ജില്ലാ ആസൂത്രണ സമിതിക്ക് അംഗീകാരത്തിനായി പദ്ധതി സമര്‍പ്പിച്ച് കഴിഞ്ഞാല്‍ പ്രവൃത്തി തുടങ്ങാം. അംഗീകാരത്തിന് വേണ്ടി കാത്തിരിക്കേണ്ടതില്ലെന്നും അദ്ദേഹം പറഞ്ഞു

സംസ്ഥാന സര്‍ക്കാര്‍ സ്ഥാപനങ്ങള്‍, അര്‍ദ്ധസര്‍ക്കാര്‍ സ്ഥാപനങ്ങള്‍, പൊതുമേഖലാ സ്ഥാപനങ്ങള്‍, സഹകരണ സ്ഥാപനങ്ങള്‍, സ്വയംഭരണ സ്ഥാപനങ്ങള്‍ മറ്റു സര്‍ക്കാര്‍ സ്ഥാപനങ്ങള്‍ എന്നിവയിലെ ജീവനക്കാര്‍ക്ക് സംസ്ഥാന ഇന്‍ഷുറന്‍സ് വകുപ്പ് മുഖേന നടപ്പിലാക്കി വരുന്ന ഗ്രൂപ്പ് പേഴ്സണല്‍ ആക്സിഡന്റ് ഇന്‍ഷുറന്‍സ് പദ്ധതി (03-11-2012 ലെ ജി.ഒ.(പി)606/2012/ധന.) ഒരു വര്‍ഷത്തേക്ക് കൂടി പുതുക്കി സര്‍ക്കാര്‍ ഉത്തരവായി.

LSGD issued order extending the duration of front office counters in gramapanchayaths up to 5 PM from the existing 3 PM. The extension was not effective in the case of cash transactions.

ജീവനക്കാര്‍ക്ക് ഏഴു ശതമാനം ഡി.എ. അനുവദിച്ചു
സംസ്ഥാന സര്‍ക്കാര്‍ ജീവനക്കാര്‍ക്കും പെന്‍ഷന്‍കാര്‍ക്കും ഏഴു ശതമാനം ഡി.എ. അനുവദിക്കാന്‍ മന്ത്രിസഭ തീരുമാനിച്ചു. ഇതോടെ ജീവനക്കാര്‍ക്കുളള ഡി.എ. അടിസ്ഥാന ശമ്പളത്തിന്റെ 45 ശതമാനമാവും. ജൂലൈ ഒന്നു മുതല്‍ മുന്‍കാല പ്രാബല്യമുണ്ട്. നവംബര്‍ 30 വരെയുളള കുടിശ്ശിക പി.എഫില്‍ ലയിപ്പിക്കും.പെന്‍ഷന്‍കാര്‍ക്ക് ഡിസംബറിലെ ശമ്പളത്തോടൊപ്പം മുഴുവന്‍ കുടിശ്ശികയും നല്‍കും. ഇതുമൂലം പ്രതിമാസം 90 കോടി രൂപയുടെയും പ്രതിവര്‍ഷം 1170 കോടി രൂപയുടെയും അധിക ബാധ്യത സര്‍ക്കാരിനുണ്ടാകും.
2013-14 Plan approval postponed to February 2013
Amending the decision to approve two years plan simultaneously, Govt decided to postpone the approval of annual plan 2013-14 of LSGIs to February 2013.
