ഗ്രാമവികസന വാരം ഒക്ടോബര്‍ രണ്ടു മുതല്‍

 ഗാന്ധിജയന്തി ദിനമായ ഒക്ടോബര്‍ രണ്ട് മുതല്‍ ഒരാഴ്ച്ചക്കാലം ത്രിതല പഞ്ചായത്തുകളുടെ ആഭിമുഖ്യത്തില്‍ ഗ്രാമവികസന വാരമായി ആഘോഷിക്കണമെന്ന് നിര്‍ദ്ദേശിച്ച് തദ്ദേശഭരണ വകുപ്പ് പ്രിന്‍സിപ്പല്‍ സെക്രട്ടറി സര്‍ക്കുലര്‍ പുറപ്പെടുവിച്ചു. ഗ്രാമവികസന വാരത്തില്‍ വിവിധ തദ്ദേശ സ്വയം ഭരണ സ്ഥാപനങ്ങളുടെയും പൊതുസ്ഥാപനങ്ങളുടെയും നേതൃത്വത്തില്‍ ശുചിത്വദിനം സംഘടിപ്പിക്കുന്നതിനും വികസന പരിപാടികളുടെ പ്രവര്‍ത്തനങ്ങള്‍ ഊര്‍ജ്ജിതപ്പെടുത്തുന്നതിനും തീരുമാനിച്ചിട്ടുണ്ട്. ശുചിത്വദിനം മഹാത്മാഗാന്ധി ദേശീയ ഗ്രാമീണ തൊഴിലുറപ്പ് പദ്ധതി, ഇന്ദിരാ ഭവന പദ്ധതി, തദ്ദേശഭരണ സ്ഥാപനങ്ങളുടെ പദ്ധതി പ്രവര്‍ത്തനങ്ങള്‍. വിവിധ കേന്ദ്രവിഷ്കൃത പദ്ധതികള്‍ എന്നിവ പ്രകാരം പുതിയ പ്രവര്‍ത്തികള്‍ക്ക് തുടക്കമിടുന്നതിനും, തുടക്കമിട്ട പ്രവര്‍ത്തികളുടെയും പ്രോജക്ടുകളുടെയും നിര്‍വ്വഹണം ഊര്‍ജ്ജിതപ്പെടുത്തുന്നതിനും നിര്‍വ്വഹണം അന്തിമ ഘട്ടത്തിലുളള പദ്ധതികളുടെ പൂര്‍ത്തികരണത്തിനുമുളള നടപടികള്‍ സ്വീകരിക്കേണ്ടതുമാണ്. ഗാന്ധിജയന്തി/ ഗ്രാമവികസന വാരാചരണത്തിന്റെ ചെലവിലേക്കായി 5000 രൂപയില്‍ അധികരിക്കാത്ത തുക തദ്ദേശ സ്വയം ഭരണ സ്ഥാപനങ്ങളുടെ തനത് ഫണ്ടില്‍ നിന്നോ ജനറല്‍ പര്‍പ്പസ് ഗ്രാന്റില്‍ നിന്നോ ചെലവഴിക്കുന്നതിനുളള അനുമതിയും നല്‍കിയിട്ടുണ്ട്.

VEO General Transfer Order issued

 CRD issued general transfer order of Village Extension Officers and Lady Village Extension Officers. The promotion order of Joint Block Development Officers were amended also.

Vehicle Purchase, Maximum limit Order issued

LSGD issued order enhancing the rate of 3 tier panchayaths to 10 lakh rupees from the present 8 lakh rupees.

29 Extension Officers Promoted as Joint Block Development Officers

CRD issued order promoting 24 Extension Officers and 5 Womenn Welfare Officers to the cadre of Joint Block Development Officers. Orders for the transfer and postings of Joint Block Development Officers were also issued.

Vehicle rent limit enhanced

LSGD enhanced the maximum limit that can be spent for vehicle rent from the current 50000 Rs per year to Rs 75000 per year. The expenditure can be made by the Gramapanchayaths having no own vehicle.

LSGD announced final formats for making projects of Local Self Govt Institutions for the XIIth five year plan. Detailed guidelines were also issued for filling process of formats. The formats should be filled by Sulekha Software.

The journey period of employees for service verification of KPSC will be treated as duty. But no TA/DA will be allowed for this purpose.

Udation of BPL List-VEOs & Supervisors included in Committee

The Malappuram District Collector issued proceedings regarding the guidelines for updating BPL list in the District.  As per the proceedings a Panchayath level Committee was formed for eliminating ineligible families and including deserving families. Village Officer, Village Extension Officer, Rationing Inspector & ICDS supervisors were the officials in the committee.

Inter District Transfer- Start probation afresh

Govt have clarified that in the case of inter district transfers also the transferee will have to commence and complete probation afresh in the new district even if he/she has successfully completed probation in the district from which he/she is transferred.

MGNREGS working hours reduced

Govt issued order reducing the working hours of MGNREGS to 9 AM to 5 PM including leisure period. The quantity of work should be as in the previous time limit.

Govt allowed employees in the probationary period to take Leave Without Allowance with certain conditions. The order prohibiting the probationary to take LWA was cancelled by finance department

Plan Formulaton Guidelines amended. CDS Member Secretary became the Convenor of Poverty eradication working groups

The XIIth plan formation guidelines issued by LSGD was revised again. Poverty Eradication Working Group Convenor of Gramapanchayaths will be CDS Member Secretaries instead of VEOs. Block Panchayaths should contribute to Gramapanchayaths for Anganwadi nutrition program me. The decision for providing beneficiary contribution for drinking water supply scheme also ignored.
