സര്‍ക്കുലറില്‍ വ്യക്തമാക്കി. കേരളത്തില്‍ പകര്‍ച്ചപ്പനി പടരുന്ന
സാഹചര്യത്തില്‍ ഹെല്‍ത്ത് ഇന്‍സ്പെക്ടര്‍മാരുള്‍പ്പെടെയുള്ള
ആരോഗ്യപ്രവര്‍ത്തകര്‍ ഡപ്യൂട്ടേഷന്‍ വഴി മറ്റു വകുപ്പുകളില്‍ ജോലി
നോക്കുന്നത് സംസ്ഥാനത്തെ രോഗപ്രതിരോധ പ്രവര്‍ത്തനങ്ങള്‍ക്ക്
ബുദ്ധിമുട്ടുണ്ടാക്കുന്നുണ്ട്. ഇക്കാര്യം വ്യക്തമാക്കി ആരോഗ്യവകുപ്പു
ഡയറക്ടര്‍ സര്‍ക്കാരിനെ സമീപിച്ചതിന്റെ അടിസ്ഥാനത്തിലാണ് സര്‍ക്കുലര്‍.
പ്രത്യേകം വൈദദ്ധ്യം വേണ്ട തസ്തികകളിലും മേഖലകളിലും ജോലി ചെയ്യുന്ന
ജീവനക്കാര്‍ ആരോഗ്യവകുപ്പില്‍ നിന്നും അന്യത്ര സേവനം വഴി മറ്റു
വകുപ്പുകളില്‍ ക്ളറിക്കല്‍ തസ്തികയില്‍ ജോലി നോക്കിവരുന്നുണ്ട്.
ഇപ്രകാരമുള്ള നിയമനം വഴി ഒഴിവുണ്ടാകുന്ന തസ്തികകളില്‍ പിഎസ് സി ലിസ്റിന്റെ
അഭാവവും മറ്റ് കാരണങ്ങള്‍ മൂലവും നിയമനം നടത്താന്‍ കഴിയാതെ
വന്നിരിക്കുകയാണ്. ഇത് ആരോഗ്യവകുപ്പിന്റെ രോഗപ്രതിരോധ പ്രവര്‍ത്തനങ്ങളെ
സാരമായി ബാധിച്ചിട്ടുണ്ടെന്നും കണ്ടെത്തിയിട്ടുണ്ട്. ഈ സാഹചര്യത്തിലാണ്
ആരോഗ്യവകുപ്പിലെ മിനിസ്റീരിയല്‍ ജീവനക്കാര്‍ ഒഴികെയുള്ളവര്‍ക്ക് മറ്റ്
വകുപ്പുകളിലേക്ക് അന്യത്ര സേവനം അനുവദിക്കേണ്ടെന്ന് തീരുമാനമുണ്ടായത്.

Upgradation to Municipalities, Employees rejoining directions
Due to up gradation of Panchayaths to Municipalities several staff of Panchayaths are now working at Urban Local Bodies.Govt issued direction to absorb them to panchayaths when vacancy arises and till then they will continue in the present offices

MGNREGS, eFMS implimentation started in Kerala
Govt gave sanction to implement eFund Management System in MGNREGS at Vembayam Gp of Thiruvananthapuram district and Clappana Gp of Kollam district on pilot basis.Central Govt gave direction to Kerala Govt to move to eFMS in all areas within December 2012 to avoid delay in payment.

SCP Landpurchase New direction issued
Govt Principal Secretary gave direction to all Gramapanchayaths to include provision for house or industrial units in all land purchasing projects utilizing SCP fund. The direction was issued as per the decision of decentralization co ordination committee.
MGNREGS amendment issued including more works
Union Govt amended Schedule I & II of MGREGS Act and included more permissive works.Livestock related works, such as, poultry shelter, goat shelter,Fisheries related works. such as, fisheries in seasonal water bodies on public hind,Rural drinking water related works, such as, soak pits, recharge pits were included. Detailed guidelines for performing new works were also issued.

MGNREGS Ombudsmen appointed
Govt Of Kerala appointed Ombudsman in all 14 Districts as per section 27 of MGREG Act 2005.In Palakkad, Idukki and Waynad districts 2 persons constitute Ombudsman and other 11 districts have one each. Office of the Ombudsman should be housed at Poverty Alleviation Units.

Central Govt praised merging of PAUs to District Panchayaths
V.Ramachandran committe.constituted for restructuring of DRDAs praised the VS Govt's move to rename DRDAs to Poverty Alleviation Units and merge it with District Panchayats. Most of the states were not took any steps in the light of Panchayath Raj System. The committee said "Though Government of India had committed to supporting the staffcosts and the pattern of staffing and the scale of assistance was laiddown in 1999, no effort was made to ensure that the suggested staffingpattern was implemented. Only a few states like Andhra Pradesh,Tamil Nadu, West Bengal and Kerala made some attempt to make changes."

NRHM Dispensaries Salary arrears Sanctioned
Govt gave permission to disburse the salary arrears to the Pharmacists, Attenders, and Part time sweepers engaged at Ayurveda/Siddha/Unani/Homeo dispensaries functioning under NRHM. Up to 31/03/2011 arrear will get at existing rate and from 01/04/2011 at enhanced rate.The expenditure in this regard can met from Plan/Own fund of LSGIs

Guidelines for Hardware Clinics
For the maintenance of computers of gramapanchayaths in Kasaragode district, DDP convened a Hardware Clinic and it was a grand success. Govt decided to conduct hardware clinics for maintenance of computers used by gramapanchayaths and issued detailed guidelines for conducting hardware clinics.
